Katie,
In what way is what you describe below cheating? CTR rules differ according
to the sanctioning body, but I might be inclined to call what you describe:
"experience" -- the surprise vet check isn't such a surprise because it's in
the same place every year (in which case the ride planners earned your
grumblings, not the two riders) or the riders know the trail so well that
they know up around the bend would be a good place for a vet check,
OR
"advanced warning" -- their horses did that little ear dance they do when
they know something is up ahead
In either case, stopping is called:
"strategy", as long as there is nothing against it in the rules. (No
requirement of forward progress or some such)
And then there's good ol' "coincidence".
OTOH, if they purposefully eavesdropped on the ride planners, or in some
other way obtained the location of the surprise vet check, well then, yes,
it's likely cheating.
CTR isn't endurance; winning within the rules can require a different way of
thinking. Some don't like it, others love it.

I remember on one of my first CTR rides, my husband and I were riding along
with another couple with alot more experience than us.? At one point in the
trail, they broke from a fast trot to a dead standstill and 'just decided
they wanted to eat some blueberries and relax for a minute.'? My husband and
I continued around the bend to find a surprise vet check, ummm, you think
they knew it was there and wanted to pulse down their horses and increase
their scores.? You bet.?

Like I said, looks like a duck, quacks like a duck, it's probably a duck.?
The show ring people have nothing on some of the people in this sport.? I
know I'll get alot of flack for that, but it's true.
