Personally I'd be scared to do the 'slam-on-the-breaks' thing, for fear of over-doing it and throwing him on his nose. A 'kicking chain' might help: a hobble-like leather cuff with a short length of loose chain attached, which will rattle and bang him on his legs when he kicks, dissuading him from kicking.
Another approach might be to take him for VERY short rides on smooth roads while hobbled: it is not easy to kick while hobbled, so he might give up on it. I wouldn't do it for long periods though, as it wouldn't be safe if you hit a major bump or took a hard turn.
