Are you sure he hasn't been simply taught to "Park out"?  Here in the heart of Walking Horse country I'm pretty used to seeing those guys stop and immediately stretch out.  Their riders are very proud of it and will nudge the front leg with their toe to see how far out they can get them to stretch out.  Makes them stand perfectly still instead of fidgeting and be a little shorter for mounting and dismounting.
