Actually UMECRA endurance rules operate in both manners.  Most UMECRA rules
are in addition to AERC rules and so announced in writing before the ride as
special rules.  The only notable exception to this is that if a horse meets
completion requirements at the one hour check and later needs medical
attention he can get an AERC completion but not a UMECRA one.

I personally do not like this UMECRA rule because it could encourage someone
to trailer a sick horse to preserve their completion.  I have never seen
this and hopefully never will.
