According to promedAH, there is a current outbreak of what is probably 
either sheep and goatpox or peste des petits ruminants in the UAE.

Dubai did ban imports of cattle from Pakistan in December 2000 after two 
shiploads were found to be infected. (Presumably said cattle were 
discovered whilst still on board ship; this was not specified in the posting.)
