As a member of the Rules Committee and with more than a >decade of experience with our rules I find no precedent for this. Ride Management did not penalize the riders. The riders agreed to relinquish their placings voluntarily after a meeting with their peers. The only rule that ride management thought MIGHT apply was that managment has the right to disqualify horses that are a clear danger.
