Thanks for that clarification, Louise.  Sounds like in this case, then, it is
up to ride management to do the safe and humane thing, and provide the water.

Heidi (who hauls somewhere between 13 and 15 tons of water to 11 tanks and 30
some-odd water barrels for the Sunriver endurance ride, so I know it can be
done!)
