I report "phishing" like this to the company, my own isp, & the FTC.

They ask that you Forward the fraudulent email AS AN ATTACHMENT.  

You can go to the company's website & usually find an address
to send it to (PayPal's is spoof at paypal dot com) 
& you can read more here: 
http://www.paypal.com/cgi-bin/webscr?cmd=_security-center-outside

The email address to report it to the FTC is spam at uce dot gov.
