Actually, owners of ALL breeds use that magic
measuring stick. The "15.2" Arab that magically turns
to 14.2 when seen in person is not unique. About the
ONLY measurements I don't look at with scepticism are
Warmbloods that were measured at their inspections
(and that tends to be 3 year olds, so they might
actually be taller than their official measurements).

I have a friend who tells the story of a group trail
ride/camping trip she went on years ago. In camp
after the ride, for an evening's entertainment,
someone whipped out a stick. After asking each owner
the height of their horse, they were then measured.
Almost EVERYONE was overestimating their horse's
height. My friend's 14.1-1/2 hand Arab was NOT the
smallest horse in camp. That honor went to a "15.3"
QH. :)
As a few others have mentioned, I use myself as a
portable measuring stick. I'm 15.2 at the top of my
head (barefoot, so I need to adapt for shoes).
Friends have been known to ask me to go stand next to
horses' withers when we're out and about (especially
after owners make height claims that are wildly off).
