I love to take my dogs to rides but they stay back at camp... in a
kennel, tied or otherwise contained!  We have problems here in Michigan,
too but not like you have described at the 20 Mule team ride!  I see
dogs around but don't recall problems with that at vet checks.  Our big
problem is during potluck and awards!!  :)  Maybe some people will see
themselves in these posts and be a little more considerate.
