The way I read the info on the website, they're basically saying they're
not going to build new roads in areas where there aren't roads already,
cuz they're broke. :) Is this correct? If so, isn't this something we
should be happy about? Were you encouraging us to respond yea or nay?
I'm simply not well-enough versed in these issues to understand the
ramifications of this proposal. Can someone help?
