I have a Morab with the same problem.  My trainer says he has a problem with
hock conformation.  This Morab's full aunt started doing the same thing and we
had her x-rayed and found the hocks going through a fusion process and going
down hill slowly was very painful.  Once the fusion is completed the pain goes
away but you're still going to have a horse with problems going down hills.
The fusion process takes about 6 months I was told.  Hope this will helps.
