Lif, you're right on, and the folks who manage game populations issue doe 
tags and cow elk tags in numbers relative to how much overpopulation there 
is, for that very reason.  My Dad was always trying to feed his family as a 
hunter, back in the days before they specified which gender on the tags, and 
always preferred to bring home a big fat cow elk for that reason, too--they 
were much better eating.
