Hill Climbing/youngsters

#1- Late two and/or three year old Arabians. Should they be ridden AT
ALL? (My concept is Not) even Light Gentle Arena work with some roll
backs and slides included (her concept)
#2-HILLS (two new people's different opinions) It may be "Easier"for a
horse to RUN/clamber Quickly UP hills. One person thinks since it is
naturally EASIER for the horse this is what you should let them do.
BUT isn't it in the overall Picture of the day "Energy Robbing"?
Don't want to open a can of worms but any info would be appreciated,
