All depends on the ride and the state. Some states (I gather that Texas is
one, from events I've attended there) require that event organizers keep
track of the Coggins tests on entrants. Other states where there is not such
a problem with EIA really don't care and it is up to the event manager if
they require one. Here in Oregon, I've never seen an endurance ride require
them, but a few horse shows have.
