No. IMO, balance is the most essential part of the whole package. I won't
even bother looking at the legs unless the horse is balanced. A horse that
is not balanced will often trash even a perfect set of legs, whereas a
balanced horse will often go far with a minor leg fault. Now don't read
anything into that--this is NOT a defense of poor legs! But boy, I've sure
seen poorly-built horses trash the most lovely sets of legs, over and over
and over again.
