I had a "bubba lipped" horse when I was younger ( a long time ago:) ) The old cowboy who kind of raised me said he had a way of breaking them from doing that. He took some small pcs. of gravel and poured them into the droopy lip. The mare had a rough time trying to get the gravel out of her lower lip. The gravel irritated her a little bit. He did this about 3 times and the mare never had a bubba lip again.
