YOu  need to get him on a complete pelleted feed- any reputable feed
dealer should have this- most are called Equine Senior or some such, And
MAKE SURE YOU WATER IT DOWN WELL or he will choke on it---   I know, I
have about 5 mares here that are in their 20s who do it guaranteed if I
forget to water. :) 
He should be able to make up the weight this way- and it will be able to
give him some of the roughage he needs before winter comes on... if you
need anymore help, please write...
