Trish gave me a great idea (I think it's great, at least!). Carry a
disposable camera on your saddle, make sure it's easy to access. If
you've got a routine jerk who harasses you, as Trish described, make a
big deal of grabbing the camera, putting it to your eye, aiming at the
car, etc. Make sure you do this as the vehicle approaches and after
it's passed. It probably wouldn't matter if you actually got a good
enough shot to see the license, the point is that the driver sees you
taking the photo.
