Age requirements

Can anyone tell me how long the AERC age/eligibility requirements (for
horses) have been around?  Do most of the other organizations (e.g. NATRC)
also follow similar regulations?  If so, how long have they had such
requirements?

Any info would be appreciated as I'm trying to answer some questions on
another list.
