I always thought the different fee scale was a sort of market segmentation:
Higher fee for purebreds because the resulting offspring would be worth more
as a purebred, and the lower fee for non-purebred, or different breed,
because offspring is worth less. What would be justification for charging
higher stud fees when the offspring is going to have lower value? Unless,
of course, as a disincentive to having a lot of part-breds around.
