It sounds like you do have something unde the pad to me.I would cut the
center of the pad out and clean it out real good.In the three weeks he has
been shod he may have retained enough sole to keep his feet from hurting.If
not you may want to have your farrier consider using an elastomer ( also
known as ultimate sole support) under the pad instead of
silicone.There are no rules although some farriers get into the mind set that
old nails holes can't be used if they are still high enough and the wall has
not started to break down.We have to use this a fair amount in the kind of
poor footed horses I am blessed :) to work with every day.Hope this helps.RD
