0 - 49 was voted in without sufficient discussion and consideration of
the consquences, and was a classic case of "fixing something that
wasn't broke" and ending up with unintended consequences.  I do not
agree that the temporary solutions are workable; they are at best
workarounds, kludges.  Plans for the petition began immediately upon
release of the vote count on the change.

IMO the whole thing was a mistake and a boondoggle from the beginning.
