I think that's hogwash!!  And $25 for a bag of beet pulp is highway
robbery.  Keep looking for a feed store willing to service the customer!! 
We pay $7-8 for a 40# bag here in Michigan and if you are willing to go
directly to Monitor Sugar, they sell it in bulk for some ridiculous price
like 4-5 cents a pound.  They have a waiting list for that but I haven't
figured out how to haul or store it yet!!  Keep trying!  It's out there!
