PAC Penalty Holds
To clarify the FEI Rule used at the PAC let me tell you what I believe
to be true.
But first you should all know how things can be misconstrued by taking
Mike Maul's "Difficult story on PAC finishes" for example. His cryptic
message made it sound like Sandy Skinner finished first and that
Christie Janzen had her penalty at the finish line. Sandy Skinner
finished 8th and then was pulled at the 30 minute check. Christie Janzen
had the "recheck penalty" assessed at the 4th Vet check and lost her
placing there. So don't take even reputable reporter's ( And Mike Maul
IS reputable) word totally until you hear about things in first person
detail. Mike had people throwing information and stories at him left and
right at the computer stand.
The recheck penalty is such: that if a horse is presented and does not
meet criteria then it cannot be presented to the vets or for recheck
until the balance of its 30 minute arrival time has transpired. A horse
has 30 minutes from its time of arrival in order to meet criteria, this
time is noted on the time card. In Christie's case her crew and team vet
presented the horse within about 10 minutes from arrival. When it did
not pass it was returned to the check area and then could not be
re-presented until 30 minutes from the arrival time. That in effect
gave the effect of a 20 minute penalty. If they had presented the horse
in 5 minutes and it did not pass it would have had to wait the same
balance of the 30 minutes from the time of arrival (and in this case
would have been a 25 minute penalty).
This occurred to about two other horses in the course of the race as
well.
