Did I miss something?  The AERC rules are posted at the AERC web site, and I 
sure don't see any such prohibition.  In the years that I was on the AERC 
Board, there never was such a rule, and in fact, it was during that time that 
the issue of pregnant mares was debated and the validity of allowing one ride 
to deny them when other rides did not.  The concensus was that any horse 
allowed on one ride had to be allowed on all rides.
