Actually, no, at least not in terms of pregnant mares.  I believe the "all 
breeds and types" of equines is slightly different verbiage than it used to 
be, as it used to be more along the lines of "all equines" that met the age 
requirements.  Some individual rides had rules against pregnant mares, but 
that was challenged under the "all equines" rule.
