Actually, ECTRA did that several years ago.  We no longer have weight
divisions.  All adults compete against each other, and all juniors
compete against each other.

Interesting - we no longer have to weigh in (phew!) and nobody complains
about weight anymore.  And we REALLY ARE judging condition.  Only
condition.
