I have to reply to this one also.  I have been around for a few years and 
have been wondering that exact same question.  Seems like it would be more 
accurate to judge on the ratio between the horses weight and the riders 
weight (tack included).  Along with being most accurate it is also most fair. 
 Maybe someone out there that has anything to do with these rules can give a 
good reason for this.  And by good reason I mean there has to be some kind of 
rational for this.  I know it can the answer cannot be because this is the 
way we have always done it.  Things change as we grow and learn.  What would 
it take to change this rule???
