My sister in Pennsylvania sent me this information and wanted to share it 
with RideCamp.

The PA State Police were both inside & outside of the New Holland Sales
Stables in New Holland, PA on Monday April 5, 1999. 

Arlow Kiehl, Watertown, NY who has been convicted in NYS for the illegal
transportation of horses was arrested by the PSP inside the auction barn
and escorted from the auction. 

A tractor trailer owned by Frank Carper, and driven by David Carper was
put out of service and escorted off of the public street. 

Numerous citations were issued for no Coggins Tests, no permits & motor
vehicle violations.

The sale in New Holland averages 250 horses per week, brought from
several states.
