PLEASE DON'T USE a nylon anti pull halter in this manner.  It could
seriously harm your horse forever, causing nerve damage to the poll and
spinal damage also.  Horses should never be tied fast with this kind of
arrangement, especially one who already is panicked and pulls back. 
DON'T sack her out this way either--it will only make things worse.

Try  re-training her by tying her to a stout post or tree with a regular
halter and  large, soft cotton rope run through a slip knot loop around
her girth behind the front legs, and then bring it up between her front
legs and tie it to the tree with a quick release knot.   I like to use a
halter rope also, so I can stand there and control her head a little
better.  ALSO don't leave her alone until you have this problem under
control and always have a sharp knife handy to cut the rope if she
should throw herself or get into trouble.  

FORGET the sacking  out for now.What   you want is confidence and
obedience when she's tied up.  Worry about the rest later!  PLEASE don't
even use the nylon tied rope halters .  It can cause the same kind of
pain and lasting poll and spinal  damage.  They are fine for leading a
reluctant horse(I have also seen them cut a head even this way when the
horse pulled back) but NEVER take a chance--please--for your horse's
sake.  I have trained horses for 35 years, and would never do what was
just suggested.
