Everyone who rides any AERC sanctioned event pays a sanction fee.
That's been true ever since AERC was founded. That sanction fee is
the same for everyone, member or not -- which is fair. So non-members
who ride *are* supporting the organization.
The problem is charging non-members *extra*, more than the fee that
members pay, without giving them anything for it.
