The drug policy in many human athletic endeavors follows an "acceptable level"
policy.  And what has happened is that policy has given rise to a whole new
industry - trying to find an a "supplement" that will skirt the policy - allow
for performance enhancement while remaining below the "acceptable level".
This policy is a nightmare to enforce.  The 1996 Olympic games have been
tagged the "growth hormone games".

If one wants to see just what havoc this type of policy can create just look
at the current situation in the Tour de France.

IMHO the zero level with the flexibility for enforcement is the only way to
go.  Anything else can have the potential of chaos and could result in a
serious public relations problem - people allowed to drug horses and then
running them a 100 miles.
