Yes, if it is endurance, NO if it is CTR.
Don't keep the ice on for more than 20 mnutes at a time or you can cause
mild tissue damage.  When the tissue is damaged, the blood vessels
"rebound" and open up, allowing the area to become swollen - not what
you are looking for.
We use them on hot rides as a preventative for leg injuries and for
cooling.  There has been some counter discussion here on the list that
cooling like this means the tendons aren't ready to "go back out on the
trail", but I haven't had any problems to date.
