Girth problems

I am having girth problems.  Currently use a 100% wool fleece with 
elastic ends.  Am getting slight edema on the side of the horse where the 
rings are.  Tried a mohair with woolback padding under the rings.  Big 
mistake!  He got huge edemas right under the rings.  He is short backed, 
rather round, but the saddle is fairly stable without excessive 
tightening.  Now what?  If this is a hashed over subject write to me
