water bottle holders

I know a load of people on this list make their own horse
clothes, so was wondering if anyone has come across a
source for that thin neoprene type material that water
bottle holders are made out of?

Having looked at the catalogs ("How much!?"), and being 
about to go to the AERC conference tomorrow (credit 
card in hand, but feeling as poor as a poor thing),
I'd like to consider making my own (how complicated
can a cylinder of neoprene be to make? that, and a couple
of small dog collars might just do the trick... OK, and
a load of duct tape. You can achieve *anything* with
duct tape (provided you don't get it stuck to the horse)).
