Many of the stock breeds (QH, Apps,) are started at an early age.  For light
work, riding him now would not do any harm, just make sure he is properly
warmed up and don't do a lot of cantering.  For ground work, you can lunge him
or take him for walks.  Hey, you'll get exercise too.  Good luck.
