I don't know of any regional "policy" and it seems to be up to the ride
manager. My feelings are as follows.

There are several large expense factors based on the number of riders -
vets and food being the major. What I did at the 95 FL Classic where the
weather was absolutely misserable Friday night and Sat morining was let any
50 change from Sat to Sunday and the 100's down grade to a 50 on Sunday
with no penalty.

If there was an injury or sick horse or rider on Sat moring I believe a
refund of some sort is in order - say the entry fee minus $15. For someone
who simply changed their minds and doesn't start, then that is their
choice. The ride was planned and funded to accomodate them. I would be a
little reluctent to give a much a refund.
