Horse/Rider I.D. at events

What is the main purpose behind marking the horses? If somebody is out to
be dishonest (i.e., switching horses) they are going to be wise enough to
bring a grease marker...

Just wondering, if instead of marking the horses, or making riders wear a
vest you put a ribbon around their arm, or tied to the horse - to identify
them as a participant in an event? Just an idea.

I've been at rides where they don't # the horses and it is really nice.
Everybody knows their #'s from their vet cards and I don't recall there ever
being any problems. Besides, we always have to say our #'s out loud anyway
- the timers don't get them from our horses rear-ends as we go by.
