[endurance] A new way to hobble horses?

I noticed in the Trail Blazer magazine I just recieved for Nov/Dec a
picture of a horse quietly grazing next to a lake with the lead rope
tied to the horses front leg, just above the knee. The picture is under
the title to the article, "Horse Camping". I have never seen a horse
hobbled in this manner, and it looks rather unsafe to me. There is no
mention of hobbling in the article written by Bonnie Davis. Has anyone
ever done this?
I can imagine the rope slipping, and the horse breaking a leg - am I
crazy?
Just wondering . . .
