It was likely discussed heavily at the International and USEF meetings that were just held in Louisville. The USEF may direct AERC to do something within the scope of USEF's delegation of their "national discipline organization" (NDO) to AERC. In that case, it is AERC's choice as to doing anything about the USEF's direction. AERC can always say it doesn't want to be the "national discipline organiztion" (NDO), I think it actually did that a few years ago. AERC terminated their affiliate membership in USEF.
