Oh we know all about Coggins in FL. Not only do can we not transport
off our property without a Coggins - we have to carry them on our
person when riding on public lands. No it is not good enough that they
are in our truck or trailer - they have to be on our person. The fine -
$250.00. While I have not heard of someone receiving a fine that steep
- that is what the law says.
I've driven though Texas many a times without every having to show
anyone any Coggins - much less health certificates. You will not get
into or out of FL without showing Dept of Ag law enforcement you
papers. And you might just get stopped on the trail to show your
Coggins.
It's really not a matter of what the law says - it's a matter of what
is enforced.

Considering that EIA [which is what a
Coggins test is for] is communicable, and if a horse is positive they
either have to be euthanized or live in quarantine the rest of their
life - this is a measure to protect other horse owners, not drum up
revenue. In TX you can't leave your property without a valid Coggins
[they are good for one year].
The parks and other riding areas will also check for coggins and can
fine you for not having one or having one older than a year old. Now
they can potentially get someone for 2 offenses. Gotta make $$ somehow
with tourism being down!
