I suspect both of you are on the right
track, here. Got a good equine vet coming out tomorrow, so hopefully I
can get an official diagnosis and then start on a treatment plan.
BTW, Dot, my horse is a dark bay.
His right front pastern is white with underlying pink skin, and yes – the
crusty, scabby things are worse there. I, too, feel it could be an
allergic reaction made worse by sunlight. Found this great article today
on “Idiopathic Pastern Dermatitis:”
If any of you out there have a horse who
has a problem similar to mine, you might want to take a look at it.

What color is the horse? What/where are any white
markings?
If the "crusty scabby thingies" are mainly in the
white areas, or the horse is a light palomino, it could be a condition caused
by an allergic reaction to a combination of sunlight and some kinds of
clover.
We had a couple of these over the years. A dark
chestnut mare had them when we got her, came off heavy clover pastures.
With a change in feed she got better, they were no longer inflamed and sore but
the scars stayed. Got a small flare up sometimes in the summer if the hay
had some clover.
A light colored palomino with very little white would
get them on his sides, and rump in the summer only. If we kept him in the
barn always during the day in the high sun months he could use the pasture
year round.
Nothing we applied seemed to help much, just a change in
diet/exposure to sun.
I think it's a kind of "photosynthesis"
condition??
