Everywhere I have lived local  school boards have played the "we'll cut 
athletic programs" card whenever
> they want a higher mill rate.



Here in Oregon  they're making huge cuts because of reduced revenues.  The 
favorites:  sports, music and art programs (need to scare everyone) and 
four-day school weeks.
