If a hoof went through the horse would continue to be shocked as it pulled up the whole fence, complete with 4" metal stakes. This kind of wire (plastic with small metal filaments) cuts like a surgical saw. I have lost lambs in this fence. They get a leg or neck through and become twisted and tangled in it very easily. It is important to keep it taut and highly electrified at all times.
