perhaps I am still hopefully naive, but wouldn't it just be simpler if
people just learned to STAY off each other's tails - no the trail and
hwy?:),

Actually, there is a very good reason not to
put a red ribbon in the tail of a horse that is not "a kicker." Doing
so renders a red ribbon in a horse's tail meaningless.
If
people with "kickers" who put red ribbons in their horses' tails as a
warning to other riders ever wonder why other riders don't heed the warning
(which happens often, the wondering, I mean)....well...they can blame people
who put red ribbons in the tails of their horses that are
"kickers."
Issuing dire warnings for dangers that do not exist
is rarely ever a good practice.
