Those who put on rides with out vet checks often put a supplemental  
rule in the ride flyer that says, riders must proceed within xx  
minutes of the start or some such so that vet checks can be properly  
manned.   Not all rides can afford to hire as many vets or recruit as  
many volunteers as needed to accomodate a huge scheduling overlap in  
vet check sites.
