See Rule 4.1.1 - which specifies specifically a reason for denial of entry.

If it is true that the AERC is a organization make of rides and that 
ride managers are independents that come to the AERC to sanction their 
events - seems to me it is in the behalf of the members to have a policy 
that provides some protection when ride managers don't live up to their 
contracts - written or verbal.
