If a rider fails to pay, check bounces, etc., there is a very clear path with precedent where the AERC will sanction the rider for such non payment. On the other hand what you are saying is that even if the RM has stated in writing a given refund policy but does not live up to the contract then it's the rider's tough luck? The AERC is an organization of riders. Don't you think that there needs to be some form of protection of the riders for actions of a ride manager when they fail to meet their written commitment to riders (this is assuming there is a written policy on refunds)? I would suggest that such an action should result in a denial of sanctioning of the ride and ride manager until all refunds are honored (again assuming a written policy is in place). The sanctioning is a contract with the ride manager and the AERC that the RM will provide a product to the riders that meet the AERC standards. A failure to meet the contract with the riders is IMO a failure of the RM to meet his contract with the AERC.
