...based on his responses when I've changed supplement levels before, I don't see him eating much more....If I up his supplements, he generally will leave mounds of hay thrown on the ground from his feeder. If I decrease them, he will eat about a corresponding amount of hay, but his total consumption appears to be right about 17 lbs, even when there is additional hay present.

My old guy, Provo, was like that when I was riding him
in endurance. He wasn't maintaining weight the way
I wanted, so I started to weigh everything I gave him
so I'd know exactly how much he was eating.

He would only eat about 16 lbs a day of "anything" -
if I  gave him more beetpulp, he'd eat less hay (this
was during the summer). He is probably about
850-900 lbs and tends towards "high-strungness"
(and you're right, he turned out not to be a good
endurance candidate).

Our local bales are in the 110 lb region and I'm currently
feeding one bale of oat hay a day to six "horses" (one of
which is a 12 hh pony) - so each "horse" is getting about
18 lbs of hay a day. I'll feed more if it's a particularly nasty
wet/cold/yucky day - our local night-time temps are in the
low 30s and the pones are staying dry for the most part.

Once Roo starts work again, he'll get as much as he
can eat. I should measure and see how much that is.

Note, saying "15 flakes of hay" means nothing - there's
such a variation in size of flakes and size of bales.
